Rachel Perrine
Rachel Perrine is the Plan Formulation Section Chief for the Rock Island District of the U.S. Army
Corps of Engineers. She oversees the planning and development of projects aimed at addressing water
resource challenges within the Upper Mississippi and Illinois River Basins.
Ms. Perrine’s career with the Corps began in 2006, and she has since gained extensive experience in
regulatory processes, mitigation, water resource planning, ecosystem restoration, and many other
facets of the Corps and its missions. She has been involved in a wide range of programs critical to the
health and sustainability of the Upper Mississippi and Illinois River Basins, including the Upper
Mississippi River Restoration Program, Navigation and Ecosystem Sustainability Program, Continuing
Authorities Program, Planning Assistance to States and Tribes, Flood Risk Management projects,
Dredged Material Management Program and other navigation projects, and PL84-99 Flood Damage
Repair.
Ms. Perrine is dedicated to collaborative efforts that balance the needs of navigation, ecosystem health,
and community resilience. She enjoys contributing to the long-term viability of the Upper Mississippi
and Illinois River Basins and working alongside diverse stakeholders.
Ms. Perrine earned a Bachelor of Arts in Biology from Augustana College (2007) and a Master of
Science Degree in Risk Management from Notre Dame of Maryland University (2023). In her free time,
she enjoys camping, hiking, and exploring our nation’s natural resources with her husband, children,
and dog; hosting dinners for family and friends; playing board or card games; collecting piles of books
that she may or may not read; having brunch or coffee with friends; and pouring over animal shelter
pages wishing to adopt more rescue dogs.
