Quad Cities Flood Resiliency Alliance

Launched in 2018, the Quad Cities Flood Resiliency Alliance brings together communities, local governments, emergency management, and public works personnel to prepare for, respond to, and recover from floods. It also works to reduce flood insurance costs for residents and businesses.

Flooding and flood-related damage regularly impact Quad Cities communities in the Mississippi River watershed. While flood issues can be complex, resources from FEMA, the National Flood Insurance Program (NFIP), Homeland Security, and state emergency agencies provide solutions for mitigating and recovering from flood damage.

The Alliance promotes floodplain management to save taxpayer dollars, encourage sound practices, and reduce flood insurance costs. By learning from other communities, we can strengthen flood resilience and secure funding for mitigation efforts.

Currently, only three communities in the QCFRA region—Davenport, Moline, and Rock Island County—participate in the NFIP Community Rating System (CRS), which provides discounts on flood insurance. The Alliance aims to expand participation and improve flood preparedness.

Success depends on engagement from state, local, and federal officials. Other alliances have leveraged collective power to secure federal grants for flood mitigation, resulting in millions of dollars in avoided flood losses.


Goals of the Quad Cities Flood Resiliency Alliance

  • • Educate communities about the CRS program.
  • • Reduce flood insurance costs by providing floodplain manager training, CRS enrollment assistance, and financial aid for CRS activities.
  • • Establish pre-disaster communication between communities for resource-sharing during floods.
  • • Adopt forward-thinking floodplain management policies.
  • • Identify and prioritize flood hazards.
  • • Secure grant funding for flood resilience initiatives.
